二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：促進中小企業(yè)發(fā)展、促進殘疾人就業(yè)。根據(jù)《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫[2020]46號）及《關于進一步加大政府采購支持中小企業(yè)力度的通知》〔2022〕19號規(guī)定執(zhí)行。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (2022] No. 19).
(c)本項目的特定資格要求：3、根據(jù)《上海市政府采購供應商登記及誠信管理辦法》已登記入庫的供應商；4、其他資格要求：1）分公司或者分支機構須取得總公司授權； 2）本項目專門面向中小企業(yè)采購。（殘疾人福利性單位、監(jiān)獄企業(yè)視同小型、微型企業(yè)。）如投標人為中小企業(yè)，且滿足《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫[2020]46號）規(guī)定條件的，必須提供《中小企業(yè)聲明函》3）本項目不允許轉包。
