1. 中招國際招標(biāo)有限公司（招標(biāo)代理機(jī)構(gòu)）受北方華錦聯(lián)合石化有限公司（招標(biāo)人）委托，以國際招標(biāo)方式邀請潛在投標(biāo)人就下列貨物和有關(guān)服務(wù)提交密封投標(biāo)：
Entrusted by North Huajin Refining and Petrochemical Co., Ltd. (Tenderee), China Cntc International Tendering Corporation(Tendering Agent) invites sealed bids by international bidding method from potential bidders for the supply of the following goods and related services:
高密度聚乙烯裝置、全密度聚乙烯裝置及聚丙烯裝置氣動(dòng)及電動(dòng)開關(guān)球閥160臺。其中，20萬噸/年高密度聚乙烯裝置6臺；30萬噸/年高密度聚乙烯裝置10臺；45萬噸/年全密度聚乙烯裝置68臺；1#50萬噸/年聚丙烯裝置38臺；2#50萬噸/年聚丙烯裝置38臺。
160sets of pneumatic and electric switch ball valves for high density polyethylene plant, full density polyethylene plant and polypropylene plant. Among them, 6200,000 tons / year high-density polyethylene; 10sets of,30 0,000 tons / year high-density polyethylene; 68sets of45 0,000 tons / year full-density polyethylene; 38sets of1 # 50 0,000 tons / year polypropylene; 38sets of2 # 50 0,000 tons / year polypropylene.

3. 對投標(biāo)人的資質(zhì)要求
Qualification Requirements to Bidders
1) 投標(biāo)人具有有效的營業(yè)執(zhí)照（境內(nèi)投標(biāo)人）/企業(yè)經(jīng)營許可證明文件（境外投標(biāo)人），需提供相應(yīng)證明復(fù)印件；
The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;
2)      國內(nèi)制造商需提供《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）；國外制造商須提供所投產(chǎn)品特種設(shè)備型式試驗(yàn)證書和《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）（投標(biāo)人須提供證書的掃描件）。
Domestic manufacturers shall provide Special Equipment Production License of the People's Republic of China (manufacturing of pressure pipe components); foreign manufacturers shall provide type test certificate of special equipment of the invested products and Special Equipment Production License of the People's Republic of China (manufacturing of pressure pipe components) (the bidder shall provide scanned copy of the certificate).
3）投標(biāo)產(chǎn)品中防爆電磁閥、電動(dòng)執(zhí)行機(jī)構(gòu)和限位開關(guān)須具有中國國家強(qiáng)制性產(chǎn)品認(rèn)證證書，（投標(biāo)人須提供證書的掃描件）。
The explosion-proof solenoid valve and limit switch in the bidding products shall have the national compulsory product certification certificate, (the bidder shall provide the scanned copy of the certificate).
4）本項(xiàng)目不接受代理商投標(biāo)；
This project does not accept agent bidding；
5）自2014年7月1日至投標(biāo)文件遞交截止時(shí)間前7日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)產(chǎn)品（氣動(dòng)或電動(dòng)開關(guān)球閥）在中國境內(nèi)具有聚烯烴裝置的供貨業(yè)績，業(yè)績合同中提供的產(chǎn)品須與本次投標(biāo)產(chǎn)品一致。供貨業(yè)績合同中至少包含1臺24寸及以上固定球硬密封球閥和至少包含1臺溫度不高于-60度的低溫硬密封氣動(dòng)或電動(dòng)開關(guān)球閥。須提供銷售合同的掃描件（含雙方蓋章頁、項(xiàng)目名稱、貨物名稱、供貨數(shù)量、簽訂日期頁）和簽字版技術(shù)協(xié)議的掃描件（應(yīng)體現(xiàn)項(xiàng)目名稱、裝置規(guī)模、供貨清單），未按上述要求提供或提供信息不全，則視為無效業(yè)績。
