簡(jiǎn)要規(guī)則描述：完善農(nóng)村生活排水網(wǎng)絡(luò)，對(duì)已建成設(shè)施可能存在的不可抗力損壞問題進(jìn)行整改，對(duì)遺漏問題進(jìn)行補(bǔ)缺，以確保水質(zhì)達(dá)標(biāo)，居民生活污水得到妥善處理，對(duì)臨江村、懿德村、天花庵村、上南路（地鐵站南50米）、東明路馬家宅、紅旗村李家油庫、錢家隊(duì)22號(hào)、西新港、明珠醫(yī)院等點(diǎn)位進(jìn)行新建管道、窨井、泵站、管道修復(fù)、路面翻挖及修復(fù)、資源化利用的工程性措施（具體工作內(nèi)容及要求詳見競(jìng)爭(zhēng)性磋商文件、工程量清單及圖紙）
Brief Specification Description: Improve the rural living drainage network, rectify the possible force majeure damage problems of existing facilities, make up for any omissions, to ensure that water quality meets standards and residents' domestic sewage is properly treated. Implement engineering measures such as new pipelines, manholes, pump stations, pipeline repair, road excavation and repair, and resource utilization at points such as Linjiang Village, Yide Village, Tianhua'an Village, Shangnan Road (50 meters south of the subway station), Majiazhai on Dongming Road, Lijia Oil Depot in Hongqi Village, Qianjia Team No. 22, Xixin Port, Mingzhu Hospital, etc. (specific work content and requirements can be found in the competitive negotiation document, bill of quantities, and drawings)

二、申請(qǐng)人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿足的資格要求：
（1）項(xiàng)目執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財(cái)庫〔2020〕46號(hào)）及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知（財(cái)庫〔2022〕19號(hào)）；
（2）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠；
（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18號(hào)和財(cái)政部財(cái)庫〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；
（5）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品；
