中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）有限公司深圳分公司（以下稱為“招標(biāo)人”）委托，就惠州25-4油田綜合調(diào)整/惠州19-6油田5d井區(qū)開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)�，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. Shenzhen (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of HZ25-4 OIL FIELD COMPREHENSIVE ADJUSTMENT/HZ19-6 OIL FIELD 5D AREA DEVELOPMENT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

從中華人民共和國關(guān)境內(nèi)提供的貨物：中標(biāo)通知書簽發(fā)后，5臺注水泵橇（往復(fù)式）10個月以內(nèi)交貨，交貨地點(diǎn)為青島/珠�；蚬�司其他指定的中國大陸地址。
For goods offered from within PRC customs territory: Five (5) sets of Water Injection Pumps Skids (Reciprocating) need to be delivered within 10 months after NOA(Notifacation of Award) issued, the delivery address is Qingdao/Zhuhai or other address in Chinese Mainland designated by the Company.
從中華人民共和國關(guān)境外提供的貨物: 中標(biāo)通知書簽發(fā)后，5臺注水泵橇（往復(fù)式）10個月以內(nèi)交貨，交貨地點(diǎn)為DAP公司指定的中國大陸公共碼頭（INCOTERMS 2010）。
For goods offered from outside PRC customs territory: Five (5) sets of Water Injection Pumps Skids (Reciprocating) need to be delivered within 10 months after NOA(Notifacation of Award) issued, the goods shall be DAP Chinese Mainland public wharf, P. R. of China designated by the Company, INCOTERMS 2010.
 
 
3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求 
Requirements for Qualification of Bidder
A.★制造商要求:
所投注水泵（往復(fù)式）為境內(nèi)產(chǎn)品：投標(biāo)人需是注水泵（往復(fù)式）的制造商。
所投注水泵（往復(fù)式）為境外產(chǎn)品：允許注水泵（往復(fù)式）的制造商或取得注水泵（往復(fù)式）制造商唯一授權(quán)的成撬商或代理商投標(biāo)。
一個制造商對同一品牌同一型號的注水泵（往復(fù)式），僅能委托一個成橇商或代理商參加投標(biāo)。
投標(biāo)人為代理商或成撬商時，應(yīng)得到本次投標(biāo)注水泵（往復(fù)式）制造商的唯一合法授權(quán)，并需在投標(biāo)時提供以下材料（制造商代表簽字或蓋制造商代表人名章或蓋制造商公章）：
1）在有效期內(nèi)注水泵（往復(fù)式）制造商唯一授權(quán)書原件（制造商授權(quán)書中的簽名和蓋章必須是原件）；
2）注水泵（往復(fù)式）制造商提供承諾函（格式自擬），承諾投標(biāo)所投產(chǎn)品為制造商工廠生產(chǎn)。
A. ★Manufacturer requirement:
Water Injection Pumps (Reciprocating) Offered from within the PRC Customs Territory: Bidders must be the manufacturer of the Water Injection Pumps (Reciprocating).
Water Injection Pumps (Reciprocating) Offered from within the PRC Customs Territory: The manufacturer of the Water Injection Pumps (Reciprocating) or the sole authorized contractor or agent of the Water Injection Pumps (Reciprocating) manufacturer is allowed to bid.
A manufacturer can only appoint one skidder or agent to participate in the bidding for the same brand and model of the Water Injection Pump (Reciprocating).
When the bidder is an agent or contractor, they shall obtain the sole legal authorization of the manufacturer of the water injection pump (reciprocating) for this bidding, and shall provide the following materials at the time of bidding (signed by the manufacturer's representative or stamped with the manufacturer's representative's name seal or official seal):
1) The original of the sole authorization letter from the manufacturer of the Water Injection Pumps (Reciprocating) within the validity period(the signature and official seal shall be original);
2) The manufacturer of the water injection pump (reciprocating) shall provide a commitment letter (in a self drafted format), promising that the products submitted for bidding will be produced by the manufacturer's factory.
 
B.★中國境內(nèi)投標(biāo)人應(yīng)承諾往復(fù)泵在其品牌制造廠生產(chǎn)，同時承諾在供貨時提供產(chǎn)品原產(chǎn)地證明。招標(biāo)人不接受貼牌產(chǎn)品；
B.★The domestic BIDDER should promise the reciprocating pumps are produced in its brand own manufactory. And overseas BIDDER promise to provide certificate of origin. The Purchaser does not accept the OEM product;
 
C.★營業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
C. ★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
D.★投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001或ISO9001質(zhì)量體系認(rèn)證證書，國內(nèi)認(rèn)證機(jī)構(gòu)簽發(fā)的證書應(yīng)可在中國國家認(rèn)證認(rèn)可監(jiān)督管理委員會網(wǎng)站(http://www.cnca.gov.cn/)核實(shí)。如果有國家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。投標(biāo)時需提供原件掃描件（原件備查）；
