簡(jiǎn)要規(guī)則描述：航瑞路（下鹽路-鶴濤路）段污水管網(wǎng)，于航頭鎮(zhèn)拓展基地建設(shè)時(shí)建成，至今已經(jīng)超過10年，建成后一直未能移交養(yǎng)護(hù)。因長期未落實(shí)管養(yǎng)，導(dǎo)致現(xiàn)有管網(wǎng)有多處損壞，堵塞情況經(jīng)常發(fā)生，排水功能受到影響。由于該管道是周邊小區(qū)污水排放至下鹽路總管的主要通道，經(jīng)常性堵塞，也導(dǎo)致西側(cè)小區(qū)內(nèi)污水多次出現(xiàn)難以排出的現(xiàn)象，淤積堵塞嚴(yán)重，臭氣很大，居民已經(jīng)多次通過12345平臺(tái)或者居委會(huì)進(jìn)行投訴。雖然委托了單位進(jìn)行疏通，但鑒于管網(wǎng)損壞，效果一般。建議對(duì)該段污水管網(wǎng)進(jìn)行修復(fù)，并納入地下管網(wǎng)養(yǎng)護(hù)。
Brief Specification Description: The sewage pipeline network of Hangrui Road (Xiayan Road Hetao Road) section was built during the construction of the Hangtou Town expansion base, and has been over 10 years since its completion. However, it has not been handed over for maintenance. Due to the long-term failure to implement management and maintenance, there are multiple damages and blockages in the existing pipeline network, which often affect the drainage function. Due to the fact that the pipeline is the main channel for the discharge of sewage from surrounding communities to the main pipeline of Xiayan Road, it is often blocked, which has led to multiple difficulties in discharging sewage in the western community, severe siltation and blockage, and a strong odor. Residents have complained multiple times through the 12345 platform or neighborhood committee. Although a unit was commissioned to clear the pipeline, the effect was mediocre due to the damage to the pipeline network. Suggest repairing the sewage pipeline

二、申請(qǐng)人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿足的資格要求：
（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購， 評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠；
（2）扶持殘疾人福利性單位， 并將其視同小微型企業(yè)；
（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18 號(hào)和財(cái)政部財(cái)庫〔2019〕19 號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；
