簡要規(guī)則描述：和龍路（草高支路-港城路）、春暉路（春暉路289弄-楊高北路）、春陽路（張楊北路以東）3處路段存在較多道路和排水設施安全隱患。為保障居民出行安全、雨污排水通暢，本項目擬針對道路及排水設施進行修繕。主要內容包括人行道、車行道的翻挖及新建、標線工程、附屬工程、排水工程等。（具體數量及要求詳見工程量清單/圖紙。）
Brief Specification Description: There are many road and drainage facility safety hazards on three sections of Helong Road (from Caogao Branch Road to Gangcheng Road), Chunhui Road (from Lane 289, Chunhui Road to Yanggao North Road), and Chunyang Road (east of Zhangyang North Road). To ensure the safety of residents' travel and the smooth drainage of rain and sewage, this project plans to carry out repairs on roads and drainage facilities. The main contents include the excavation and construction of sidewalks and vehicle lanes, marking works, ancillary works, drainage works, etc. For specific quantities and requirements, please refer to the bill of quantities/drawings.


合同履約期限：本項目施工工期90日歷天，計劃開工日期：2025年7月30日（暫定，具體開工日期以采購人通知為準）
The Contract Period: The construction period of this project is 90 calendar days. The planned start date is July 30, 2025 (tentative, the exact start date is subject to the notice of the purchaser).

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目專門面向中小企業(yè)采購，評審時，小微企業(yè)產品均不執(zhí)行價格扣除優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（3）優(yōu)先采購節(jié)能環(huán)保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產品品目清單中的產品實行優(yōu)先采購；對節(jié)能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優(yōu)先采購或強制采購政策。
