簡(jiǎn)要規(guī)則描述：項(xiàng)目主要內(nèi)容包括:開(kāi)展建港村內(nèi)村溝宅河水環(huán)境整治，長(zhǎng)度約6公里。內(nèi)包括河道清淤、邊坡維護(hù)、修復(fù)及新建小木樁、岸邊綠化、合理布設(shè)水生植物，改善村溝宅河水生態(tài)。（具體數(shù)量及要求詳見(jiàn)招標(biāo)文件工程量清單及圖紙。）
Brief Specification Description: The main content of the project includes: carrying out the water environment improvement of village ditches and house rivers in Jiangang Village, with a total length of about 6 kilometers. Specifically, it involves river dredging, slope maintenance, repair and construction of new small wooden piles, shore greening, and rational arrangement of aquatic plants to improve the water ecology of village ditches and house rivers. 二、申請(qǐng)人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：
（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（3）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔2019〕18號(hào)和財(cái)政部財(cái)庫(kù)〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書(shū)方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策。
（4)購(gòu)買國(guó)貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。
