簡要規(guī)則描述：項目主要內(nèi)容包括:開展建港村內(nèi)村溝宅河水環(huán)境整治，長度約6公里。內(nèi)包括河道清淤、邊坡維護(hù)、修復(fù)及新建小木樁、岸邊綠化、合理布設(shè)水生植物，改善村溝宅河水生態(tài)。
Brief Specification Description:The main content of the project includes: carrying out the water environment improvement of village ditches and residential rivers in Jiangang Village, with a total length of approximately 6 kilometers. Specifically, it involves river dredging, slope maintenance, repair and construction of small wooden piles, shore greening, and rational arrangement of aquatic plants to improve the water ecology of village ditches and residential rivers. (For specific quantities and requirements, please refer to the bill of quantities and drawings in the bidding documents.)

合同履約期限：雙方完成了相互約定的工作內(nèi)容后終止。
The Contract Period:It shall be terminated after both parties have completed the mutually agreed work content.

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。
(4）購買國貨政策：本項目不接受進(jìn)口產(chǎn)品。

During the evaluation, no price discount preferential treatment shall be applied to products of SMEs.
