澄清或變更簡(jiǎn)要說(shuō)明：投標(biāo)截止時(shí)間/開(kāi)標(biāo)時(shí)間延期至2025年9月9日9：00（北京時(shí)間）中化建國(guó)際招標(biāo)有限責(zé)任公司受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2025-08-29在中國(guó)國(guó)際招標(biāo)網(wǎng)發(fā)布變更公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

（1）資格要求 Requirements for Qualification of Bidder A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投標(biāo)人應(yīng)為質(zhì)譜分析儀的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司）或乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商。如投標(biāo)人為乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商，須取得質(zhì)譜分析儀的制造廠商的唯一授權(quán)。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，投標(biāo)人應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷(xiāo)售工作。The bidder shall be the manufacturer of the mass-spectrometry analyzers (including the sales company within the same group as the manufacturer of bid goods) or system integrators of mass-spectrometry analyzers for ethylene plants. If the bidder is an integrator of the mass-spectrometry analyzer system for the ethylene plant, it must obtain the sole authorization from the manufacturer of the mass-spectrometry analyzer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. （2）資質(zhì)要求Qualification requirement:投標(biāo)人必須提供所供防爆電子式儀表的國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)也包括由國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)授權(quán)的國(guó)際權(quán)威認(rèn)證機(jī)構(gòu)，如：NEPSI、CQST、PCEC、IECEx、ATEX。Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the explosion-proof electronic instruments they supply. National authorized explosion-proof certification bodies also include international authoritative certification bodies authorized by the Certification and Accreditation Administration of the People's Republic of China, such as NEPSI、CQST、PCEC、IECEx、ATEX.
